UAE e-invoicing glossary
In shortThe UAE e-invoicing mandate has its own vocabulary. Each term below has a one-paragraph definition and a link to the official source behind it. Use it alongside our mandate guide and deadlines table; for decisions about your own business, confirm with your tax advisor.
- Accredited Service Provider (ASP)
- A provider accredited by the Ministry of Finance to validate, exchange and report e-invoices on behalf of UAE businesses. Every in-scope business must appoint one. Accreditation is governed by Ministerial Decision No. 168 of 2026, which replaced Ministerial Decision No. 64 of 2025 from 1 October 2026; the Ministry publishes the list of accredited providers. - Cabinet Decision No. 106 of 2025
- The decision that sets administrative penalties for e-invoicing violations. Failing to implement the system, including failing to appoint an ASP within the set timeline, carries a penalty of AED 5,000 for each month or part of a month of delay. Source: Cabinet Decision No. 106 of 2025
- Credit note
- A document that reduces or cancels an amount on an earlier invoice. Under the mandate, credit notes are exchanged electronically through ASPs in the same way as e-invoices, and the penalty rules treat them alongside e-invoices. Source: Cabinet Decision No. 106 of 2025
- DCTCE
- Decentralised Continuous Transaction Control and Exchange: the model the UAE uses. Invoices travel between the two businesses' ASPs in near-real time rather than through a single government portal, and the tax data is reported to the Federal Tax Authority as part of the exchange. - E-invoice
- An invoice issued, sent and received as structured data in the PINT AE format through an ASP. A PDF, a scan, a Word file or an emailed invoice is not an e-invoice under the mandate, even if it is produced by accounting software. - The UAE authority that administers federal taxes, including VAT. In the e-invoicing model it is the fifth corner: it receives the tax data reported by ASPs. Sources: Federal Tax Authority · MoF eInvoicing programme
- Five-corner model
- The flow of a UAE e-invoice: the supplier (corner 1) sends it through its ASP (corner 2) to the buyer's ASP (corner 3), which delivers it to the buyer (corner 4), while the tax data is reported to the FTA (corner 5). Source: MoF eInvoicing programme
- Ministerial Decision No. 243 of 2025
- The decision that sets up the Electronic Invoicing System: what it covers, who must use it and which transactions are excluded. It was amended by Ministerial Decision No. 197 of 2026, in force from 1 October 2026, which among other changes adds an exclusion for transactions within the same VAT tax group for 24 months from 1 January 2027. - Ministerial Decision No. 244 of 2025
- The decision that sets the implementation timeline: when each group of businesses must appoint an ASP and go live. Ministerial Resolution No. 66 of 2026 moved the first-wave ASP appointment deadline from 31 July 2026 to 30 October 2026, leaving go-live dates unchanged. - Peppol
- An international framework, governed by OpenPeppol, for exchanging business documents such as invoices between organisations through accredited service providers. The UAE builds its e-invoicing format on Peppol specifications. Sources: OpenPeppol · PINT AE specification
- PINT AE
- The UAE's e-invoice format: the UAE-specific version of the Peppol International (PINT) invoice specification. It defines which data fields an invoice must carry and how they are structured. Your ASP validates every invoice against it. Source: PINT AE specification (OpenPeppol)
- Tax Registration Number (TRN)
- The number the Federal Tax Authority issues to each VAT-registered business. E-invoices identify the parties by their TRNs, so missing or incorrect TRNs in customer and supplier records are one of the most common readiness gaps. Source: Federal Tax Authority
- UBL 2.1
- Universal Business Language version 2.1, an OASIS standard for business documents in XML. PINT AE uses UBL 2.1 as its syntax: an e-invoice is a UBL 2.1 XML file, not a document designed to be read on screen. Sources: OASIS UBL 2.1 · PINT AE specification
- Voluntary adoption and pilot
- From 1 July 2026, any business can opt in to e-invoicing before its mandatory date, and a pilot runs with selected participants. Voluntary adopters are exempt from the penalties in Cabinet Decision No. 106 of 2025. Sources: Ministerial Decision No. 244 of 2025 · Cabinet Decision No. 106 of 2025
- Wave
- Shorthand for the group whose dates apply to you. Businesses with annual revenue of AED 50 million or more are in the first wave (ASP by 30 October 2026, live 1 January 2027); all other VAT-registered businesses are in the second (ASP by 31 March 2027, live 1 July 2027); in-scope government entities go live on 1 October 2027.
